VISION, MISSION, GOALS AND OBJECTIVES
A. Statement of the Vision, Mission, Goals and Objectives
The Guinobatan Farm School was established in 1912 through the initiative and effort of the late Dr. Felipe Cevallos who became the first principal of the school. Agriculture curriculum was offerd to cater to the need of intermediate curriculum from Grade V to VII. It held its first classes on June 13, 1912.
In 1927, RA 372known as the General Act for the Organization of Provincial Government in the Philippine Island, authorized the Provincial Board to establish secondary schools. This elevated the Farm School to secondary level and was renamed Guinobatan Rural High School. The fund allocation was provided by the Municipal and Provincial School Board. It became a national high school by the virtue of RA 338 passed in 1949 and was named Roxas Memorial Agricultural School in honor of the late President Manuel A. Roxas. In 1954, RA 391 allowed it to offer a two-year Diploma in Agriculture curriculum and in 1967, RA 4208 mandated it to offer a four-year Agriculture curriculum major in Agronomy and Animal Science.
The institution became Bicol University College of Agriculture in 1969 by the enactment of RA 5521 because of its inclusion as a unit of Bicol University. The offering of Bachelor of Science in Forestry in 1991 changed its name to Bicol University College of Agriculture and Forestry on July 23, 1993.

To give professional and technical training and provide advanced and specialized instruction in Literature, Philosophy, the Sciences and Arts, besides providing for the promotion of technological researches. .
A.3. Goals of the Academic Unit
1. Produce employable graduates of relevant and responsive curricular programs in agriculture, forestry, environment and other agriculture-related programs;
2. Generate and transfer scientific knowledge and technologies that are responsive to poverty alleviation, food security, economic productivity and sustainable development of resource – limited communities;
3. Generate and respond the productive resource capacity and entrepreneurial capability of the college;
4. Provide efficient and effective organizational support service delivery system and management; and
5. Provide adequate physical facilities and utilities that are supportive of the mandated institutional functions of instruction, research, extension and production.
